What documentation does my mother need to travel to Mexico?

My mother will not get her passport for our trip to Mexico (long story), but she will have her birth certificate, license and divorce papers stating that her name was changed. She cant find a copy of her marriage license. Is this okay?

ANYTHING IS LEGAL IN MEXICO
I’m pretty sure that you don’t NEED your passport, but it’d be nice to have it…
I know that you have to have a passport for the USVI, so maybe you need it to go to Mexico now.
It’s quite easy to pass into Mexico
It depends on where you are going. If you are flying into Cancun that yes she will be fine with just a birth certificate but she will not be able to go into Mexico any further if you are not going to Cancun they will not let her in at all. I use to work for Delta Airlines and that is the only place in Mexico you can get in without a passport.
If the Mexicans can come with out papers I suppose you could go with out papers too/ just joking. I think a valid drivers license and SS card would work.

U.S. citizens do not need to have a passport or visa to travel to Mexico. However, a passport many times will cut the amount of time you stand in line at the customs desks entering and leaving Mexico and reentering the U.S. If you do not have a passport, you must have:
·An official notarized copy of your birth certificate
·Photo ID such as your drivers license
·Married women need an official copy of their marriage certificate showing the change to their current name
