Do children under the age of 18 need a passport to travel to mexico from california?

Yes he does. You can spend extra money at the passport office to expedite the process.

Added: If you are desperate you can fly to Washington DC and get a passport in 1 day with all the correct paperwork.

Yes definitely so. It does not sound like you will have enough time since the US passport service is back logged from a flood of requests. You may pay extra to expedite the service; see all the information on the application form.

If travelling by air, everyone needs a passport to travel between the US and Mexico. If going by land, that requirement has not been changed yet.
