When does the new law take effect where you need a passport to travel to Mexico? I have a trip on 10/31/2006?

can’t really tell you but look here:
personallly, i’d get a passport just to be on the safe side. you’ll still get it in time for your trip so you should get it!
Correct on the new date, but best to get one anyway. You have plenty of time.
I think 11/1/06 - get a passport…
It suppose to start 01/01/07, but maybe delay. The customs in the border towns do not even know. Let’s just have something clear, you do not need your American passport to go to Mexico; you need it to come back to the US.
