What is required to obtain a passport & VISA to travel from Mexico to the USA,as a vistor?

My mother-in-law states that she is having problems obtaining her passport & VISA because her names do not match up.

Is there any truth,even when she proves that she is the same person showing them her birth and marriage license and IDS.

well there’s not much that you can do except to keep trying, after all this country is getting very strict on who comes into the country now. Good Luck with this.
