You can apply for a passport at any time. Are you speaking of the deadline to be able to use evidence of application to travel to Mexico?
U.S. citizens traveling to Canada, Mexico, the Caribbean and Bermuda who have applied for but not yet received passports can temporarily enter and depart from the United States by air with a government issued photo identification and Department of State official proof of application for a passport through Sept. 30, 2007.
To get a Passport , there is no deadline. Its just that if you plan to go on vacation anytime soon , and don´t have it yet, then don´t expect to get it in 2 days.. It takes time, due to all the delays.. So Make sure you have it in your hands first before making any travel plans..

It has been extended but unfortunatly you have to apply and hope they input your info before you travel. I am still waiting for my childrens passports since March…
